Fix #5652 of the notification message to be understandable when abbreviated.

* Changed quotes as original

Double quote to single and single quote as none. But I am not convinced of this fix.

* Added a single quote as YAMLlint's suggestion

* `bundle exec i18n-tasks normalize`
