Fix build where MSIE 10.6 was detected as matching the rule - regex: 'IE[ /](\d+\.\d+)'

but below this rule there was the proper rule:
- regex: 'MSIE (\d+\.\d+)'
  name: Internet Explorer
  version: '$1'

  so I simply move it down and detection now works as expected (at least as much as our tests test for )
