Fixes #3147 Add rel="noreferrer" to all outgoing links . This works in Firefox so far and only for "left clicks". Not perfect, but hopefully other browsers will implement this in the future, as it's a useful privacy enhancing feature!

For maxthon browsers (Chinese Internet Explorer) then ignore DoNotTrack header as it is always enabled

Eg this returned the default value in the past: `Common::getRequestVar('param', 'string', 'default', array('param' => 5))` which can happen eg in BulkTracking etc. causing many values not to be tracked. Wondering if it breaks anything.

a visitor now has a browser, browser name and browser version attribute, so it's clear what it's containing.
