Moved resolution reports to a new plugin

Create new visit on different campaign info or different referrer website (includes minor refactoring to Referrer dimensions + 2 new INI config options).

Applying review changes: remove tracker_ prefix from config names, move shouldForceNewVisit to VisitDimension and simplify triggerPredicateHookOnDimensions.

Do not create new visit if no referrer info in current action, but referrer info present in last action. Also add integration + system tests for new behavior.

Change IIS log format in log importer script to be more generic and format any log in W3C extended log format. Keeps iis format for backwards compatibility.

Updated Scrutinizer's config: now embedded dependencies analysis can be cached if configured correctly

refactor to prevent API error "This report has been reprocessed since your last click" 

Fixes #5178, enable STRICT_TRANS_TABLES in travis and fix remaining tests that do not pass w/ this mysql setting. Includes fixes to PrivacyManager plugin and fix for tracker when non-unicode site search keyword is stored in the DB (instead of storing the data as non-utf strings, we store the data as urlencoded if the keyword is not valid utf-8).

reuse $row->getSubtable() as much as possible instead of callng Manager::getInstance()->getTable which can throw exception refs #3414
