Introducing the Piwik_DataAccess_ArchiveWriter which encapsulates logic for creating new archive entry

refs #4007 in branch 1.X, an alternative fix for this issue has been committed. revert this one in order avoid merge confusion.

Creating getMinTimeProcessedForTemporaryArchive and splitting getMinTimeArchivedProcessed to make it clear.

Added workaround for strange bug that causes archive queries to select data outside of requested set when using ArchiveProcessing instances to get archive IDs.

Fix bug in SegmentEditor plugin, make sure getKnownSegmentsToArchiveAllSites adds segment definitions to output segment array and not whole stored segment data.
