UserAgentParserEnhanced is now required and used from it's own composer package (piwik/device-detector); additionally Spyc library is required as composer package and removed from piwik source

Move SqlDump fixture from Bencharmks dir to Fixtures dir, fix bug in core/Updates.php, tweak test environment setup and update UI submodule.

Converting Access & Auth to namespace

Implemented custom event dispatching system for Piwik (replaced event dispatcher lib in libs/Event).

Notes:
  - New dispatcher can execute callbacks before or after other callbacks.
  - It is also possible to dispatch events only to a specific set of plugins instead of all plugins.
  - Moved Piwik::unprefixClass to Piwik_Common::unprefixClass
  - Added visibility to some event handlers that were missing it.
  - Allowed two unit tests to fail w/ better diagnostic messages.

Clarifying the message in PHPUnit since I can't make it work in Phpstorm without this hack anymore (I specified the phpunit.xml in the settings but it does not init the HTTP_HOST and REQUEST_URI variables.

Refs #2908, refactored tests so database setup (adding sites, tracking visits) are separated from API tests. Put setup code into fixtures and reused code as much as possible.
