Add new renameUserSettingsModuleAndAction event handlers to DeprecatedMethodsTest so they will be removed in 3.0.

We cannot let tracking fail under any circumstance, but with STRICT_TRANS_TABLES, when a plugin is disabled, and the column is NOT NULL, then tracking would fail.

Remove need for TableLogAction\Cache::$hits property which is only used for tests by injecting cache implementation used and using mock in test.

Since autoloading is used now, do not manually include fixture files during tests. Fixes case when one plugin has issue in fixture class making it impossible to run tests (since the tests:run will just fail).

Added INI setting to configure maximum number of id actions to store in one cache entry + integration tests

Caching id actions in general cache - can be enabled via INI setting enable_segments_subquery_cache setting (disabled by default)
